Formation of this Municipal Advisory Council occurred on December 14, 1992, as delineated by the following resolution and its subsequent adoption. Meetings are normally held on a quarterly basis with special meetings called as needed. Meeting agendas posted when available.

JOSHUA TREE MUNICIPAL ADVISORY COUNCIL
  
RECOMMENDATION: 1. Adopt Resolution No. 92-275 creating the Joshua Tree Municipal Advisory Council.
  
  2. Direct the Clerk of the Board to post a notice of vacancy for seven positions of council member for the Joshua Tree Municipal Advisory Council.
  
BACKGROUND: The citizens of the unincorporated area known as Joshua Tree have requested the formation of a municipal advisory council.
  
REASON FOR
RECOMMENDATION: Board of Supervisors approval is required to create a municipal advisory council. The council will provide an opportunity for citizen involvement in reviewing community needs.
FINANCIAL IMPACT: Liaison and staff assistance will be provided by the Office of Special Districts.

DECEMBER 14, 1992

RESOLUTION NO. 92-275

A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE
COUNTY OF SAN BERNARDINO, STATE OF CALIFORNIA,
CREATING THE JOSHUA TREE MUNICIPAL ADVISORY COUNCIL


On motion by Supervisor Eaves , Seconded by Supervisor Riordan , and carried, the following resolution is adopted:

The Joshua Tree Municipal Advisory Council, hereinafter sometimes referred to as “the Council”, is created by this action of the Board of Supervisors and not by election. The following provisions shall govern the operations and proceedings of the Council:

            A. Boundaries. The area served by the Council shall be the unincorporated territory described in Attachment A, which is generally within the area bounded by La Brisa Road as extended on the North, Twenty-Nine Palms city limits as extended on the East, La Contenta Road/Yucca Mesa Road on the West, and the National Monument Boundary on the South, as shown on the map set forth as Attachment B.

            B. Duties. The Council shall advise the Board of Supervisors on all matters specifically referred to it by the Board of Supervisors as authorized by Government Code Section 31010, and on matters of public health, safety, welfare, public works, and planning. Additionally, the Council shall function as the Special District Advisory Commission for Joshua Tree Fire Protection District, Joshua Tree Recreation and Park District and County Service Area 20. The duties and responsibilities in this capacity shall be as defined for Special District Advisory Commissions in the Standard Practice Manual for Special Districts.

            C. Appointment of Members. The Council shall be composed of seven members who are recommended by the member of the Board of Supervisors representing the area of Joshua Tree. Council members shall be residents of the area and shall be registered to vote at a residence within the boundaries of the Council. Each appointment shall be by majority vote of the Board of Supervisors, and all members serve at the pleasure of the Board of Supervisors.

            D. Terms. Appointments shall be for a term of four years, expiring on January 31 of the appropriate year, except that appointments shall be staggered so that no more than two-thirds (2/3) of the terms of the total number of members of the Council shall expire in any one year.

            E. Staff. The Office of Special Districts shall provide the Council with such staff, assistance, and information as the Board of Supervisors may direct.

            F. Expenses. Expenses may be reimbursed in accordance with the Standard Practice Manual for Special Districts when acting in the capacity as a Council member.

            G. Guidelines. Operations, proceedings, and other actions of the Council shall at all times comply with and conform to the guidelines adopted by the Board of Supervisors and contained in the Standard Practice Manual for Special Districts, as it may be amended from time to time. When specifically requested to do so by the Board of Supervisors or the Office of Special Districts, the Council may represent the community to any state, county, city, district, agency or commission, or any other organization on a matter concerning the community.
